Customs Indict Officers Over Systems Abuse, Malpractices On NICIS 2 Platform

The Nigeria Customs Service has accused its officers at various Area Commands of recalcitrant abuse of the Standard Operation Procedures (SOP) on the Nigerian Customs Integrated System (NICIS 2)

The officers, particularly, the Technical Supervisors (TS) cadre, were allegedly engaging in cancelation of SGDs (Single Goods Declaration Forms) and arbitrary reassignment of examiners (rerouting of SGD) by officers at Area Commands.

This concern on System Abuse was raised in a memo dated 7th of March 2022, signed by the Comptroller in charge of Risk Management, Compt K.C Egwuh, a copy of which was exclusively obtain by DAILY TREND.

According to the memo, the customs service said some of its TS are currently being investigated for flouting the provisions of the SOP on the cancelation and rerouting of SGDs.

The customs said “Attention is drawn to the recalcitrant abuse of the Standard Operation Procedures (SOP) on the NICIS 11 platform, regarding the cancelation of SGDs and arbitrary reassignment of examiners (rerouting of SGD) by officers at Area Commands

“Recall that the SOP for the cancelation of SGDs follows the process where the imponer originates the request in writing through an Authorized Dealer Bank (ADB) to the CGC for further directives.

“However, observations on recent practices by officers particularly the Technical Supervisors (TS) reveal significant deviance from the SOP.

“Notably, there are instances currently under scrutiny, where some TS flouted the provisions of the SOP on the cancelation
and rerouting of SGDs.

“Besides the overall negative effect of these system abuse on the integrity of our processes, there are also serious implications on the quality and contents of information on our risk engine which as you know leverages on Artificial Intelligence.

“To this end, all DC revenue and TS are reminded to adhere strictly to the SOP” the service warned
